  2. Purpose of This Manual
    This manual is published in terms of section 51 of PAIA. Its purpose is to help members of the public:
    lUnderstand what categories of records the Club holds;
    lIdentify which of those records are available without having to submit a formal request;
    lUnderstand how to request access to a record of the Club under PAIA, and the process that will follow;
    lUnderstand how and why the Club processes personal information, in line with the amendments made to
    section 51 of PAIA by POPIA.

    The Information Officer is responsible for encouraging the Club’s compliance with PAIA and POPIA, assisting requesters,
    and dealing with requests for access to records.
  4. Guide on How to Use PAIA
    The Regulator has, in terms of section 10 of PAIA, published a guide containing information reasonably
    required by a person who wishes to exercise a right under PAIA or POPIA. Copies of the Guide are available
    from the Information Regulator:

    A copy of the Guide is also available, in at least two official languages, for public inspection at the Club’s
    registered address during normal business hours, free of charge.

    The Club voluntarily makes the following categories of records available without requiring a formal PAIA
    request. Copies may attract a reasonable reproduction fee.

  6. Records Available in Terms of Other Legislation
    Certain records may also be available in terms of legislation other than PAIA, including (where applicable):
    l The Companies Act 71 of 2008 / Nonprofit Organisations Act 71 of 1997 (if the Club is registered as an
    NPC or NPO);
    l The Protection of Personal Information Act 4 of 2013;
    l The Labour Relations Act 66 of 1995 and Basic Conditions of Employment Act 75 of 1997 (in respect of
    any employees or contracted staff);
    l The Tax Administration Act 28 of 2011 (in respect of financial and tax records).
  7. Description of Records Held by the Club
    In terms of section 51(1)(e) of PAIA, the table below describes the categories of records held by the Club,
    grouped by subject. This description is broad enough to enable a requester to identify the record they are
    seeking; it does not mean every listed record will be disclosed — each request is assessed against the
    grounds for refusal in PAIA (see section 10 of this manual).

  8. Processing of Personal Information (s.51(1)(c) & (d))
    Amendments made to PAIA by POPIA require this manual to also describe how the Club processes personal
    information. Full detail is set out in the Club’s Privacy Policy; a summary is provided here.
    8.1 Purpose of processing
    The Club processes personal information to administer membership and team management, process ticket
    and merchandise orders, communicate with members and supporters, ensure player safety, meet legal and
    tax obligations, and, where consented to, send marketing communications.
    8.2 Description of data subjects and information
    Data subjects include members, players (including minors), parents/guardians, volunteers, coaching staff,
    sponsors, customers, and website visitors. Information collected includes identity and contact details,
    membership and playing information, limited health/medical information relevant to player welfare, transaction
    records, and technical/website usage data.
    8.3 Recipients of personal information
    Personal information may be shared with: payment service providers, for processing transactions; league,
    association, or federation bodies, for player registration and results reporting; IT, hosting, and email service
    providers, acting on the Club’s instruction; and regulators or law enforcement, where required by law.
    8.4 Cross-border transfers
    Where a service provider processes personal information outside South Africa, the Club takes reasonable
    steps to ensure an adequate level of protection is in place, consistent with section 72 of POPIA.
    8.5 General description of security measures
    The Club restricts access to personal information to those who need it, uses reputable third-party providers for
    payment processing, and takes reasonable technical and organisational steps to safeguard records against
    loss, unauthorised access, or disclosure.

  9. How to Request Access to a Record
    A requester who wishes to obtain access to a record of the Club must complete the prescribed request form
    (PAIA Regulation Form 2 for private bodies) and submit it to the Information Officer using the contact details in
    section 3 of this manual. The request must:
    l Provide sufficient detail to enable the record to be identified;
    l Indicate the form of access required (e.g. copy, inspection, electronic copy);
    l State the right the requester is seeking to exercise or protect, and why the record is required for that right,
    if the requester is not seeking their own personal information;
    l Include an address or fax/email number for the requester in the Republic.
    9.1 Fees

    R50, payable by all requesters other than personal requesters seeking their own personal information (s.54(2)); the Club may waive this fee at its discretion
    Access (reproduction, search & preparation) fee
    Charged only once a request is granted, calculated per the fee scale prescribed in the PAIA Regulations (Annexure B); the Club will confirm the exact amount, and any deposit required, in writing before proceeding
    Personal inspection
    Free of charge; reproduction of any record inspected is charged at the prescribed rate
    These are minimum statutory fees set by the Minister of Justice and Correctional Services under section 92 of PAIA; the
    Club cannot charge more than the prescribed amount, and adds VAT only if it is a registered VAT vendor.
    9.2 Timeframe and decision
    The Information Officer will decide on a request as soon as reasonably possible, and in any event within 30
    days of receipt of a complete request (this period may be extended by a further 30 days in the circumstances
    set out in section 57 of PAIA, with written notice to the requester). The requester will be notified of the
    outcome in writing.
  10. Grounds for Refusal
    Access to a record may be refused on the grounds set out in Chapter 4, Part 3 of PAIA, which include (among
    others) protection of the privacy of a third party who is a natural person (including a deceased person),
    protection of certain confidential or commercial information of a third party, records subject to legal privilege,
    and records that would endanger the safety of an individual. Where a request is refused, the requester will be
    given written reasons and informed of their right to lodge a complaint with the Regulator or apply to court.
  11. Availability of This Manual
    This manual is available, free of charge, on the Club’s website at goodwoodunited.co.za, and a copy may be
    inspected at the Club’s principal place of business (Goodwood Sports Complex, Hamilton Street, Goodwood,
    7459) during normal business hours. Printed copies may be requested from the Information Officer, subject to
    a reasonable reproduction fee.
